Is Cape Town’s Water Woes Due to Its Residents – Or the Municipality’s Policy of Densification?

Cape Town residents are again being warned of potential water restrictions by the City of Cape Town due to below-average rainfall and high demand, inferring an unfortunate convergence of factors beyond everyone’s control.

Cape Town’s Mediterranean climate, resulting in a winter rainfall pattern, has been experienced over all the city’s catchment areas, as in previous years. Although heavy rainfall was experienced in the suburbs and city bowl, the major dams – Theewaterskloof (fed by the Hottentots Holland catchment area), the Berg River, Voëlvlei and Wemmershoek dams (fed by the mountains above Paarl and Franschhoek) – as of May 2026 were on average 10% less full than the corresponding period in 2025.

However, the situation as expressed by the City of Cape Town is slightly misleading. Rainfall has varied across the catchment areas, providing Cape Town’s total annual average rainfall of around 600mm (based over 5 years), and still has a third of its annual rainfall cycle to make up the shortfall.

What Has Changed Is Demand – and Not Accidentally

Cape Town is geographically constrained, and it always has been, relying on:

  • Limited sets of dam catchment areas
  • Finite aquifer resources
  • Mediterranean climate/winter rainfall feeding exposed water retention areas, which are susceptible to high evaporation due to wind and heat

No amount of optimism, policy language, or moral framing changes that. There is a limit to how many people this region can sustainably support on the available water.

Two Sectors, One Finite Resource

Rarely expressed out loud is that Cape Town’s population growth is made up of both formal and informal sectors. Formal residents are governed by economics and availability. You cannot buy a home unless one exists. You cannot rent unless there is rental stock. Prices rise as supply tightens. At some point, growth self-limits. Entry is filtered by price, availability, and legality. That side of the population is constrained by reality.

However, informal and subsidised growth enters outside the market, often ahead of infrastructure, ahead of capacity, and ahead of meaningful enforcement. Once present, it becomes both legally and politically impossible to reverse, causing the City to draw from one finite resource for residents from two different sectors – one constrained by scarcity signals while the other is not – resulting in an unequal enforcement of scarcity.

The Densification Policy

The City is now pursuing an aggressive densification policy (the policy of increasing the quantity of people housed per square metre) because – they say – this is sustainable, efficient, and environmentally responsible. From a water perspective, it is none of these things.

Densification does one thing very well: by increasing the number of paying units per square kilometre, it improves the City’s revenue optics. But it also increases both the absolute demand and peak demand stress.

  • Water does not densify.
  • Catchments do not densify.
  • Dams do not densify.

You can stack people closer together, but you are still sharing the same finite resource, and when things go wrong, dense systems fail harder and faster. Densification without hard water caps is not sustainability. It is managed overcrowding.

The “Rainfall Excuse”

Many voices use the “rainfall excuse,” saying that “less rain plus higher demand” sounds neutral and unavoidable. It deliberately blurs the lines:

  • Rainfall is a natural variable.
  • Demand growth is a policy choice.

Treating them as equivalent is intellectually dishonest. One is noise. The other is signal.

Asymmetric Accountability

Long-standing, paying residents are restricted, overcharged, and lectured about saving water. At the same time, growth continues largely unhindered, enforcement is selective, and contribution is optional for a growing segment of users. This is sold as shared sacrifice but is nothing of the sort — more like asymmetric accountability dressed up as virtue.

It means:

  • Stopping the automatic promise that migrant arrival equals permanence
  • Stopping the assumption that informal becomes formal given time
  • Stopping densification without proven water neutrality
  • Stopping demand being added ahead of secure supply

Incentives Drive Behaviour

As long as Cape Town’s government continues to absorb unlimited growth and pledge to upgrade it later, the deterioration in service delivery will continue.

Desalination, reclaiming “grey water,” or private innovation all have roles to play. But none of them remove the carrying-capacity problem. They buy resilience at a cost – they do not create an infinity of water supply.

Until we can “produce” water cheaply, reliably, and at scale independent of nature, this region has limits. Pretending otherwise is how we end up with recurring crises and permanent restrictions.

What This Means for Paying Residents

If you are a paying resident, this matters greatly to you. You are being asked to accept restrictions, rising costs, and declining resilience for a problem you did not create and cannot solve. The City wants you to believe this is about rain, but unfortunately it is not.

It is about growth decisions made on your behalf, with your money, and without your consent.

Cape Town does not have a water crisis because it stopped raining. It has a water stress problem because population growth is not being governed by water availability, while densification is being used to prop up revenue while ignoring physical limits. Until everyone comes to that realisation, no solution will work.

Not public.

Not private.

Not centralised or decentralised.

At some point, the “taps” will have to be closed — not on people’s dignity, but on the lie that there are no limits.

Cape Town’s recurring water stress is not a natural disaster or an act of God. It is an arithmetic inevitability. Demand is a policy choice; rainfall is a natural variable.

Predictably, whenever anyone challenges the official narrative, the standard counter-argument relies on fear and vague assertions about “unprecedented climate shifts” and “falling winter rains.” We are told that nature is failing us, and therefore we must accept permanent restrictions, higher tariffs, aggressive densification, and managed scarcity.

He took 100 years of unbroken meteorological records for Cape Town (from 1926 to 2026, recorded continuously at the South African Astronomical Observatory in Observatory) and plotted them against 100 years of Cape Town’s population growth and dam storage capacity. The result is the chart above, which completely destroys the official narrative.
